Chandigarh electricity bill: paying CPDL, the city’s new power company
If your Chandigarh electricity bill looks different, that's because the supplier changed. On 1 February 2025, the UT Electricity Department handed over distribution to Chandigarh Power Distribution Ltd (CPDL), now owned by a subsidiary of CESC, part of the RP-Sanjiv Goenka group. Bills now carry a numeric CA number alongside the old department account number, and payments go to CPDL rather than the Electricity Department. This page explains the two numbers, where to pay online, CPDL's helplines and WhatsApp, what the domestic tariff charges, and how to pay through a Bharat Connect (BBPS) app such as Subspace.

What changed in February 2025
For decades, Chandigarh's electricity was run by the Electricity Department of the UT administration. Under a share purchase agreement dated 31 January 2025, Eminent Electricity Distribution Ltd, a CESC subsidiary, bought 100% of CPDL, and operations moved to CPDL from 1 February 2025. CESC is the same group that supplies Kolkata; see CESC bill payment.
For you as a consumer, four things changed: the company name on the bill, the account identifier (a new CA number), the official website and helplines, which are now CPDL's, and the billing cycle. CPDL moved domestic and non-domestic consumers from two-monthly to monthly bills from 19 January 2026, so bills are now smaller and more frequent. Old Electricity Department payment links are no longer the place to pay.

Your CA number and the old account number
CPDL's website accepts two identifiers. The CA number is the new numeric ID: it starts with 3 and is at most 10 digits. The account number as per the electricity bill is the old Electricity Department number, which mixes letters, digits and spaces. Both are printed on recent bills.
Use the CA number wherever you can, especially in payment apps, which expect a clean numeric ID. If you only have an old bill, CPDL's website accepts the old account number entered exactly as printed, or you can call 19121 to get your CA number.
Chandigarh’s domestic tariff under CPDL
The Joint Electricity Regulatory Commission (JERC) for Goa and Union Territories set CPDL's tariffs in a multi-year order dated 30 October 2025, covering 2025-26 to 2029-30. Domestic homes (category LTDS-II) pay telescopic monthly slabs that start at ₹2.95 and top out at ₹5.40 a unit above 400 units. A fixed charge of ₹30 per kW of load per month applies, so a 3 kW home pays ₹90. The only change for 2026-27 is in the first slab, which went from ₹2.80 to ₹2.95.
The order says slabs and fixed charges are doubled if a bill covers two months, which matters for older two-monthly bills. A fuel and power purchase cost adjustment is charged on top each month, plus electricity duty. If you pay late, CPDL charges a delayed payment surcharge of 1.5% a month on the outstanding amount.
| Monthly units | FY 2025-26 (from 1 Nov 2025) | FY 2026-27 |
|---|---|---|
| 0–100 | 2.80 | 2.95 |
| 101–200 | 3.75 | 3.75 |
| 201–300 | 4.80 | 4.80 |
| 301–400 | 5.00 | 5.00 |
| Above 400 | 5.40 | 5.40 |
| Fixed charge | ₹30 per kW | ₹30 per kW |
Energy charge from JERC’s FY 2026-27 slabs. Fixed charge (₹30/kW), fuel cost adjustment and electricity duty are added on the bill.
| 100 units | ₹295 |
|---|---|
| 200 units | ₹670 |
| 300 units | ₹1,150 |
| 400 units | ₹1,650 |
| 500 units | ₹2,190 |
Paying a CPDL bill
On CPDL's website. To download a bill, use Online Services → Quick E-Bill Download: enter the number, verify with a one-time password, and click View Bill. Registered users also see their last six bills under Billing History and past payments, with transaction IDs, on the dashboard.
Through Bharat Connect. On Subspace, search for Chandigarh Power Distribution (CPDL) in the electricity list, enter the CA number, check that the name and amount match your bill, and pay by UPI. The payment is reported to CPDL through Bharat Connect, and the CA number stays saved for the next bill. Billers move onto Bharat Connect at different times, so if CPDL isn't listed when you search, pay on CPDL's own site or app.
