Pay your PVVNL electricity bill on Subspace

Paschimanchal Vidyut Vitran Nigam Ltd (PVVNL) is the state-owned distribution company for western Uttar Pradesh, run from Meerut. It covers 14 districts, from Saharanpur and Muzaffarnagar to Ghaziabad, Gautam Buddha Nagar and Moradabad. PVVNL bills are generated and paid through the common UPPCL consumer portal, and each connection now has a 10-digit account ID that replaced older 12-digit numbers on rural connections. With that ID you can download a duplicate bill, check past payments, or pay through any Bharat Connect (BBPS) app, including Subspace. This page covers the account ID, bill download, PVVNL's prepaid smart meters, the UP domestic tariff and the official helplines.

Where PVVNL supplies power

PVVNL's area is western UP: Saharanpur, Shamli, Muzaffarnagar, Bijnor, Baghpat, Meerut, Ghaziabad, Hapur, Amroha, Moradabad, Rampur, Gautam Buddha Nagar, Bulandshahar and Sambhal. Central UP, including Lucknow, is with MVVNL; see MVVNL bill payment.

All UP state discoms share the UPPCL billing system, so the portal, account ID format and tariff are the same across them. What differs is the helpline team, the WhatsApp number and local offices. PVVNL's are listed on pvvnl.org: helpline 1912, WhatsApp 78598 04803 and email [email protected].

Your 10-digit account ID

The UPPCL portal asks for a 10-digit account ID, printed on your bill. Some older rural connections had a 12-digit number (KNO); the portal maps these to the new 10-digit ID, and it shows a prompt to pay with the new ID. If an app rejects your number, check whether you're using the old one.

The same 10-digit ID works on the UPPCL portal, in BBPS apps and when you call 1912.

PVVNL bill download and payment receipts

Bill tools for PVVNL live on the UPPCL consumer portal at consumer.uppcl.org, linked from pvvnl.org under Bill Generation and Payment. Once you enter the 10-digit account ID you can use:

  • View Bill / Download Bill: the current bill as a PDF.
  • Print Duplicate Bill: a copy of an earlier bill.
  • Bill Payment History: payments recorded against the account.
  • Last Online Payment Receipt and Payment Receipt by Transaction ID: proof of a specific online payment.

If you paid through a BBPS app, keep the app's transaction reference. It's what PVVNL will ask for if the payment hasn't reached your account.

What PVVNL charges a home: the UP domestic tariff

UPERC's order of 2 July 2026 sets one domestic (LMV-1) tariff for all five UP state discoms, so PVVNL charges the same as MVVNL or PuVVNL. Rates for 2026-27 are unchanged from last year. The schedule has two sets of rates: urban metered homes pay ₹5.50 a unit up to 150 units a month, then ₹6.00 and ₹6.50, with a fixed charge of ₹110 per kW per month; rural metered homes pay less, from ₹3.35 a unit, with a ₹90/kW fixed charge. Lifeline consumers (1 kW load, up to 100 units a month) pay ₹3.00 a unit and ₹50/kW.

These are the rates you actually pay; the state subsidy and cross-subsidy are already netted out. Consumers with prepaid meters get a further 2% discount on the rate, and generating a recharge token code costs ₹10. Pay a postpaid bill late and a surcharge of 1.25% a month applies for the first three months of delay, then 2% a month, worked out by days.

Prepaid smart meters and how to pay

PVVNL is moving many connections to smart prepaid meters, and pvvnl.org has separate Smart Meter Prepaid Recharge and Multi-Story Recharge links for them. A prepaid meter needs a balance top-up rather than a monthly bill payment; see smart meter recharge.

For a regular postpaid bill, you can pay on the UPPCL portal, at PVVNL offices and collection centres, or through any Bharat Connect app. On Subspace, choose PVVNL (Paschimanchal Vidyut Vitran Nigam) in the electricity list, enter the 10-digit account ID, check the name and amount, and pay by UPI. The payment is posted to UPPCL's system through Bharat Connect.
